NXP (previously Philips Semiconductor) offers the surprisingly low-priced 32Bit controller LPC2103: 2.92 $ - at www.digikey.com (100 pieces).

A development kit, including a compiler, is available from PAULundSCHERER for as less as 67.00 Euro. And the C-Compiler is a non-restricted, full version for the LPC2103.
